Hello,
If one lives in a different country other than the home country (or the country of citizenship) and takes the IELTS test, which one should be considered for answering questions like - "Tell me what is the biggest festival of your country?"?

To tell you the truth, you could LIE in the IELTS exam if you wanted to. You could say you're from America, even if you were from India, as long as your grammar is correct!
However, I would not recommend it and instead I suggest that you answer this type of question based on:
1. Your home country
2. Or the country you are most comfortable talking about/knowledge about
