Academic reading- 2 separate words as answer to 1 ques.

If two separate words are to be written as answer to 1 single question, should a comma be used to separate them or we just need to leave a distinct amount of space between them.

In the answer key, they put them in one below the other. But, as I understand, examination answer-sheets have just a single line to write per answer.
