Need some guidance on agree/disagree essay

I am writing down the topic of a typical agree/disagree essay we often see coming in IELTS. There are few questions that I have on the writing structure for such essays. Would be helpful if someone can please explain
Topic :-
When a country develops its technology, the traditional skills and ways of life die out. It is pointless to try and keep them alive.To what extent do you agree or disagree with this opinion?

My question is
1. Should we first try to analyse the positives and negatives of the topics and then only in the concluding paragraph we give our opinion or should the opinion be stated first and then reasoning should be provided to support it.

From examples that i have gone through, I see it starts with your opinion, justification and then the conclusion
