Please review my task 2 writing

Hello,
could you please review my response to ielts task 2 writing question about home waste.

Waste management has always been an inevitable problem facing governments all over the world. In recent years, numerous recycling programs have been invented and implemented to minimize the negative consequences of waste accumulation. However, some people argue that home generated waste are not being recycled properly. It is believed that government should take serious actions to ensure appropriate management of homes’ waste by issuing laws and policies regulating this process. The merit of this position will be shown by looking at how laws enforce people to recycle more of their waste and maximize the benefits gained from the recycled materials.
Firstly, to encourage people to expand their recycling attitude, governments should issue laws that punish people for generating huge amount of waste. For example, in Egypt, the government determined a certain weight for the daily waste coming out of each apartment. Any house that exceed the allowed weight will be penalized financially. This law resulted in reduction of home generated waste by 10% in Egypt in 2015 because people focused more in reusing their waste to avoid the penalty. This example clearly shows the benefit of implementing laws that regulate the amount of waste collected by the government.
Secondly, government can reward people who create useful products from waste. For example, a group of American students developed a project to collect cartoon waste and reuse them in making furniture for light use. When people living in the same district observed the furniture, they were encouraged to participate and recycle more of their waste. Therefore, government should develop policies to enhance people’s enthusiasm toward inventing recycling projects.
In conclusion, it can be seen that laws are needed to be issued by governments to encourage people to recycle more of their homes’ waste. It is hoped that governments adopt this strategy in the foreseeable future.

We don't have the actual question (please include questions with all essays!) but we can make a guess and assume you have answered it.

I could not find any mention of the Egyptian law on the internet. Besides, it would be easy to avoid the penalty by putting waste in public bins.

The argument that the government should encourage people to reuse their waste is unconvincing. How many people have the time or inclination to do that?

Overall, vocabulary and grammar and good, but the arguments are weak.
