Do we need to infer the meaning while answering False/Not Given?

Hi,
I always had this is in mind. Imagine in General Reading section, where you have True/False/NG question. Let's say we have the following statement in our reading para:
Soldiers have killed many people during the war.
And lets look at a sample question:
1. Soldiers are not bad in nature.
For the above question, do we need to answer False or Not Given? I have seen in few practice papers, the answer to any such question is been inferred from the facts of the statements and resulting to give the answer as "False". And in other hand, few practice papers suggest to answer as Not Given. Hence the confusion.
Kindly help me out.
