Liz and Jay says that overview paragraph is mandertory. I do not see this in ielts band score:

How can I know this is official and true. Who can say where this is official from ielts notes?

Yes, you must write an overview paragraph in Academic Task 1. If you look at Band 6 and Band 7 of Task Achievement, the overview is mentioned there. It's not mentioned in Band 8 or Band 9 because if you don't present a clear overview, you don't go above Band 7.
