A grammar discussion - need your advice

Hi guys,
I need your advice on a grammar discussion.
Yesterday, I wrote a phrase "technology and management experience".
The reason I wrote it is because in my first language there is a phrase which can be translated to this phrase word by word.
What I really mean is "technology and experience in management"
Firstly, I am not sure if "management experience" is a good phrase or not.
Secondly and more interestingly, this phrase causes some ambiguity to readers. Someone interprets it as "technology and management experience".
This ambiguity also exists in my first language, but people still use it. What's your advice on it?
I figured out another similar phases:
government and education institutions.
education and healthcare provision.
