The figures illustrate the changes between the number of foreign visitors in the UK and the number of UK visitors in other countries from1982 to 2002.
Looking at the graphs, it can be seen that the number of visits to and from the UK has an upward trend while, the number of night visitors staying has a downward trend
In 1982, foreign residents accounted for 10 millions while this data doubled with 20 millions for the UK residents. Similarly, the average length of stay in the UK visitors is higher than those in oversea ones. Additionally, the statistic of the UK residents and foreign ones increased gradually over a decade between 1982 and 1992. Meanwhile, in this decade, the amount stay time of the British and oversea visitors dropped to 11 millions and 12 millions respectively.
This numbers have fluctuated over the period of 10 years later. Together with, the visits to and from the UK were also volatized slightly. However, these numbers did not decline under 15 millions people.

Looking at the graphs, it can be seen that the number of visits to and from the UK has an upward trend while the number of night visitors staying has a downward trend.(<-- what do you mean by 'night visitors'? Are those people who stay overnight?)
In 1982, foreign residents accounted for 10 million while this data doubled with 20 millions for the UK residents.(<-- Reword to: In 1982, there were 10 million foreign residents in the UK and 20 million native residents.) Similarly, the average length of stay of foreign visitors to the UK was longer than UK visitors to overseas destinations. Additionally, the number of UK residents and foreign residents increased gradually over the decade between 1982 and 1992. Meanwhile, in this decade, the length of stay of both British and overseas visitors dropped to 11 million and 12 million respectively.
The numbers have fluctuated over the period of 10 years later.(<-- Without being able to see the figure, I don't understand what this sentence means.) Together with the visits to and from the UK were also volatized slightly. (<-- Again, I'm not sure what you mean.) However, these numbers did not decline under 15 million people.
Don't forget to include the figures you are describing - it makes it easier to correct your writing and understand your meaning.
