Speaking Task 2

Is it true that we wouldn't lose marks if we wouldn't answer subquestions linked to main topic of Speaking Task 2? Some IELTS teacher said that some of his pupils didn't cover those subquestions (why, where, when...); however, they offered high level knowledge (vocabulary, cohesion, tenses,...) about the topic and got high marks. He said that official marking criteria doesn't include directive of taking into consideration answering to those subquestions...
