If any question asks only "Do you agree?", can I discuss both the points of agree and disagree in the paragraphs of Task 2? Furthermore, where do I need state my opinion e.g. Introduction or conclusion?
For example:
Meeting someone for the first time through the internet is never a good idea.
Do you agree?

Yes, you can discuss both points of view. I recommend that you do this. You must have your opinion in the conclusion, but many candidates also put it in the introduction, which is acceptable.
