Rich countries should help poorer countries. Agree or disagree?

I tend to agree with a notion on allowing skilled and qualified specialists from poor countries to have an opportunity of living and working in developed countries. Surely, it must be carried out in accordance with the laws and regulations of the very state a foreign professional is about to be employed by. I am going to provide a wider argumentation on the topic below.
With the penetration of modern technologies, namely the Internet into our daily life, people with high levels of educational and practical qualifications had started to display more activeness towards new, more decent ways of employment in different parts of the world. This phenomenon is usually attracted and decoupled by conditions such as reasonable amount of payroll along with a safe, modern and comfortable working environment that are common in rich/developed countries.
I assume both sides could benefit from hiring a foreign worker. As for the qualified expert, it would be a completely new experience to enrich his/her professional package of knowledge as well as a pleasant challenge to acquire a novel understanding about the culture of the country. These I believe would be a big plus in the personal growth of an individual. From the perspective of the employers in our case rich/developed countries also do benefit from hiring someone who can actually bring a new, different approach to the work which could be effective and innovative as well.
As for countries, both rich and poor should cooperate in regulating the process of foreign employment. We can witness these regulations between Central Asian countries with Russian Federation, which I truly am certain about its reasonability.
To conclude it is appropriate to state that by assisting poor/developing countries the developed countries would also have their advantages.

You need to explain the benefits in detail, because you seem to be suggesting that there are no benefits of hiring a local person.

Why are regulations required?

Overall, vocabulary is not used well to construct an argument. More often, assertions are made that may or may not be true.
