It does instruct you to "discuss" the topic, so I would approach it as a discussion essay. In the first supporting paragraph, you could talk about the benefits of making museum entrance free (educating the public on history and culture, etc). The second supporting paragraph could present the opposing points (charging a fee could restrict rare exhibits to only those with real interest, etc). Perhaps you could provide some concession in the supporting paragraph that opposes your personal point of view to help add weight to your statement of position (which you would deliver in the conclusion paragraph).
